Local & County Tax Incentives

Property Tax Abatements. Maximize your investment potential with property tax abatements that can exempt your business from increased property value taxation for up to 10 years. Through Chapter 312, Parker County offers competitive tax incentives based on your project's investment level, job creation, and wage rates.

 

The rate of abatement and period of time are dependent on the investment and the number--and average wage--of jobs created. Projects are reviewed on a case-by-case basis.

Parker County businesses also have access to property tax and sales rebates through Chapters 380/381.

 

Property Tax Rebates. While you'll initially pay your full property tax obligation, this rebate returns a portion of those taxes, based on your investment and the number--and average wage--of jobs created by your project.  

 

Sales Tax Rebates. These rebates can return up to 50% of collected sales tax to your business. Once you establish your physical presence in Parker County, you can access customized rebate packages based on your investment levels, job creation, wage rates, and sales tax generation.

 

Projects are reviewed on a case-by-case basis.

State Tax Incentives

Texas Enterprise Fund. Offers performance-based "deal-closing" cash grants to companies considering Texas for significant new projects that compete with out-of-state locations. To qualify, companies must create more than 75 full-time jobs in urban areas (or 25 in rural areas), offer wages above the county average, demonstrate substantial capital investment, and have support from local authorities.

 

The grants are calculated based on new employee wages and hiring timelines, with adjustments made according to total proposed capital investment, helping Texas compete for major business relocations and expansions.

Texas Enterprise Zone Program. Offers state sales and use tax refunds to promote investment and job creation in economically distressed areas, with communities nominating businesses for Enterprise Zone designation.

 

To qualify, companies must meet capital investment thresholds, create jobs that pay above county average wages, and employ specific percentages of economically disadvantaged individuals, zone residents, or veterans (25% if located within a Zone, 35% if outside).

 

The program provides refunds based on investment and job creation/retention over a 1-5 year designation period, with communities receiving limited designations based on population size (9 for populations 250,000, 6 for smaller communities), and requires job maintenance for at least three years after receiving benefits.

Workforce Incentives

Skills Development Fund. Provides customized training grants of up to $500,000 for businesses looking to train new workers or enhance existing workers' skills, with higher amounts available for business consortiums.

 

The program, administered by the Texas Workforce Commission and funded by state legislature, partners businesses with public community colleges, technical colleges, workforce boards, or Texas A&M Extension Services to deliver training, with an average cost of $2,000 per full-time employee over a typical 12-month grant period.
